Speaker of the Verkhovna Rada of Ukraine Andriy Parubiy’s Greetings on the Day of the Foreign Intelligence of Ukraine

Dear Intelligence Officers!

I sincerely congratulate you on the 100th anniversary of the Foreign Intelligence of Ukraine. It is very symbolic that it was exactly on January 24, 1919, that the Department of Foreign Information as part of the Political Department of the Directory of the Ukrainian People’s Republic was created to conduct intelligence work, and became the forerunner of the Foreign Intelligence Service of Ukraine.

Ukraine has deep historical traditions of intelligence dating back to the times of the Prince’s armed force and the Cossack army, but the main event in the history of the national intelligence was the establishment of the Ukrainian special, professional, modern intelligence agency 100 years ago.

The Political Department of the Ministry of Internal Affairs of the Ukrainian People’s Republic and Political Departments of provincial and district administrations, established in January 1919, were tasked to detect and stop anti-state activities by opponents of the UPR, to fight espionage, to protect the state system, and to fight political extremism. The leaders of the Political Department were H. Kulchytskyi, S. Mykhailiv, M. Chobotariv, V. Shklyar. In 1921 alone, about 900 professional intelligence officers, organizers of illegal work and insurgent struggle were sent by the Intelligence of the UPR to the territory of Ukraine, occupied by Bolsheviks, as more than 40 quite large insurgent groups operated in the occupied Ukraine.

This holiday, first of all, is an evidence of the connection between the tradition and generations of intelligence officers. It is also recognition of the special role played by the Foreign Intelligence Service in the system of intelligence agencies of our state. And the last, but not the least- this is a high symbolic honouring of everyday worrior’s work, the courage and dedication of Ukrainian intelligence officers.

Your activity is imperceptible, victories are unknown to a wide range of our citizens, but we know for sure: you do your work qualitatively, professionally and courageously.

The Verkhovna Rada of Ukraine will continue to do its best to improve the legislative framework for the effective work of our intelligence agencies, for supplying intelligence units with most advanced equipment and special means, and to implement an effective system of state guarantees for decent social protection of Ukrainian intelligence officers.

I wish you all good health, God’s assistance and protection, optimism and new victories for the sake of security, might and glory of our Motherland!
