Symbols and Departmental Encouraging Decorations

The question of creating its own symbols arose right after the SZRU had been established as an independent State body. The origin of the SZRU’s emblem was borrowed from the emblem of the Main Department of Intelligence of the Security Service of Ukraine which satisfied the current requirements of the national heraldry.

The emblem of the SZRU

Colours in which the emblem of the Foreign Intelligence Service of Ukraine is made replicate the colours of the National Flag of Ukraine. The emblem is a graphic contexture the central part of which is a four-arms star with an oblong lower arm. The upper arm of the star contains an image of the Small State Emblem of Ukraine against a background of 25 beams of yellow metal tint. The core of the contexture envelops a symbolic representation of the blue-tinted globe with the continents left neutral in color. The foot of the globe contains ornamentally interlaced and upturned golden laurel and guelder-rose branches. The image of the globe is framed with a blue-colored legend “Foreign Intelligence Service of Ukraine” on a yellow ring. There is a five-pointed star under the legend, symbolizing a military unit. The SZRU’s emblem was adopted in 2005. It differs from emblems of other governmental departments of Ukraine and doesn’t resemble any of them.

When developing departmental encouraging decorations, the drafters sought to follow the generally accepted principles of the national policy of heraldry, symbolics and emblematics, succession of national historic traditions. They strived for making the symbols easy to use, artistically expressive and reflecting the specific activities of the foreign intelligence.
 
 
 
 
For the years 2004 − 2012, the following system of departmental decorations of the Foreign Intelligence Service of Ukraine existed.

 
 
 
 
The highest decoration of the SZRU was insignia “The Honourable Officer of the Foreign Intelligence Service of Ukraine”. This decoration was conferred for a major personal contribution to development of the SZRU, for significant achievements in intelligence activities, exemplary discharge of one’s duties. The names of all decorated officers are inscribed in the special commemorative stela in the Center of Professional and Patriotic Training of the SZRU staff.
 
 
 
 

 
 
 
The next in importance was decoration “The Honorary Distinction of the Foreign Intelligence Service of Ukraine”. This decoration was conferred for immaculate service, exemplary discharge of one’s duties, notable achievements in intelligence activities, significant personal contribution to development of the SZRU.
 
 
 
 
 

 
 
 
 
The decoration “Diamond Cross” was prescribed for bestowalment for significant contribution to implementation of inter-agency cooperation, including mutual assistance in the sphere of operational liaison, for distinctly exceptional performance in this field.
 
 
 
 
 

 
 
 
 
The medal – “Allegiance and Honour” in two classes – was bestowed for valour and dedication rendered in the course of duties, for highly effective performance of special missions, for outstanding achievements in the intelligence service and for exemplary performance of commendable service. The first class medal is of upper rank.
 
 
 
 
 
 

 
 
 
Traditional for military units is the decoration for meritorious service – medal “For Irreproachable Military Service” of the first, second and third class. It was bestowed to servicemen of the SZRU for performance in their service activities, conscientious attitude towards military service and to discharge of the service duty, and who had prolonged meritorious service. Medal of the first class is of the highest rank. The first class medal was awarded to those individuals who had not less than 20 calendar years of meritorious service; the second class medal was awarded to those individuals who had 15 years of meritorious service; the third class medal was awarded 10 years of service.
 
 
 
 

 
 
 
 
 
Individuals who served for 25 calendar years and more, including not fewer than 10 years in intelligence agencies, were rewarded with a the meritorious decoration – medal “Intelligence Service Veteran” for a prolonged meritorious service and exemplary discharge of the military duty.
 
 
 
 
 
 
 

 
 
 
 
 
The departmental encouraging decoration “Medal for Merit” was awarded to employees (workers) of the Foreign Intelligence Service of Ukraine for significant labour performance, personal achievements in fulfillment of the service missions and for exemplary discharge of the official functions.
 
 
 
 
 
 
 

 
 
 
On the occasion of establishment of the Ukrainian Foreign Intelligence, the charitable Fund of Supporting the Foreign Intelligence Service of Ukraine instituted a jubilee medal “20 years of the Ukrainian Foreign Intelligence” for honouring individuals for a significant contribution to furnishing national security of the State, the making and development of the national intelligence body of Ukraine, personal services in law-making, diplomatic, military, humanistic, scientific, educational and charitable activities, conscientious and immaculate service to the people of Ukraine.
 
 
 
 
 
 
The departmental decorations are significant components of assessment of activity of the employees, their moral stimulation, motivation for their professional growth and winning further successes.

On May, 30, 2012 the President of Ukraine signed the Executive Order No. 365/2012 aimed to standardize the issue of departmental incentive decorations in the State. In conformance with this Executive Order, the system of departmental encouraging decorations, which existed in the Foreign Intelligence Service of Ukraine, was brought into accord with the requirements.

On February 5, 2013 Chairman of the Foreign Intelligence Service of Ukraine signed the order No. 30 “On the Foreign Intelligence Service of Ukraine departmental encouraging decorations” (Ministry of Justice reg. No. 281/22813, dated February 18, 2013).
The following departmental decorations were instituted by it:

  • Decoration “The Badge of Honor”;
  • Decoration “The Distinction Badge of the Foreign Intelligence Service of Ukraine”;
  • Decoration “For valour on service”;
  • Medal “10 years of Irreproachable Service”;
  • Medal “15 years of Irreproachable Service”;
  • Medal “20 years of Irreproachable Service”;
  • Medal “Veteran of Service”;
  • Honorary Letter of Commendation of the Foreign Intelligence Service of Ukraine;
  • Letter of Commendation of the Foreign Intelligence Service of Ukraine;
  • Gratitude of the Foreign Intelligence Service of Ukraine.


 
 
The highest departmental decoration of the SZRU is insignia “The Badge of Honor”. Servicemen and employees of the SZRU are presented with it for a major personal contribution to the development of the SZRU, for significant achievements in the organization of operational activities while carrying out missions assigned by law to the Foreign Intelligence Service of Ukraine, outstanding results of intelligence activity and completed over 10 years of service in intelligence agencies.
 
 
 
 
 

 
 
 
Servicemen and employees of the SZRU are presented with the decoration “The Distinction Badge of the Foreign Intelligence Service of Ukraine” for commendable service, exemplary discharge of one’s duties, notable achievements in operational activities, for carrying out missions, assigned by law to the Foreign Intelligence Service of Ukraine.
 
 
 
 
 
 

 
 
 
Servicemen and employees of the SZRU are presented with the decoration “For valour on service” for the successful execution of very important intelligence tasks, or tasks connected with a life risk, with gallantry and dedication revealed.
 
 
 
 
 
 
 

 
 
 
 
 
Servicemen of the SZRU, who have an appropriate term of military service or of a service, during which special ranks (classes) were given and who have reached high results, are the examples of faithfulness to the oath, as well as for the exemplary discharge of the military duty, are presented with medals “10 years of Irreproachable Service”, “15 years of Irreproachable Service” and “20 years of Irreproachable Service.
 
 
 
 
 
 
 
 
 

 
 
 
 
 
 
The medal “Veteran of Service” is presented to servicemen of the SZRU, who have served not less than 25 calendar years on military service or service while special ranks (classes) were given, for meritorious service, faithfulness to the oath, and exemplary performance of military duty.
 
 
 
 
 
 
 
 
 
 

 
 
 
 
 
Servicemen and employees of the SZRU are presented with the Gratitude of the Foreign Intelligence Service of Ukraine for significant achievements in operational performance, successful fulfillment of special tasks, sound achievements during long productive work, meritorious service and exemplary performance of military and official duties.
 
 
 
 
 

 
 
 
 
 
 
 
Servicemen and employees of the SZRU are presented with the Letter of Commendation of the Foreign Intelligence Service of Ukraine for significant achievements in operational performance, successful completion of special tasks, sound achievements during long productive work, meritorious service and exemplary discharge of the military duty as well as for personal achievements while performing the intelligence tasks.
 
 
 
 
 
 
 
 
 

 
 
 
Servicemen and employees of the SZRU are presented with the Honorary Letter of Commendation of the Foreign Intelligence Service of Ukraine for significant achievements in operational performance, successful completion of special tasks, sound achievements during long productive work, meritorious service and exemplary discharge of the military duty and service, professionalism and personal achievements while performing the intelligence tasks, contribution to the development of the Foreign Intelligence Service of Ukraine.
 
 
 
 
 
 
Former servicemen and employees of the Foreign Intelligence Service of Ukraine may also be presented with departmental decorations after their retirement, for their significant contribution for the sake of the Foreign Intelligence Service of Ukraine, promotion to the performance of intelligence tasks as well as active participation in the educational and training process of the SZRU officers.
