The Foreign Intelligence Service of Ukraine Warns of Risks for Ukrainians Abroad

As a result of the activity of terrorist groups, a significant territory of the Islamic Republic of Pakistan remains a risky place to stay, especially for foreign citizens. The greatest danger from terrorists is in the province of Balochistan bordering Afghanistan.

A number of factors contribute to the spread of illegal activities in the region:

the majority of the population of the province belongs to the Baloch ethnic group, which has historically positioned itself separately from the Pakistani state;

the poverty rate in Balochistan is one of the highest in the country, while the rate of literacy is well below average;

lack of cooperation and secure channels for information exchange between law enforcement agencies and the local population.

The most high-profile terrorist incident in March was the hijacking of a Jaffar Express passenger train en route Quetta – Peshawar by representatives of the Balochistan Liberation Army unit. At the time of the attack, there were 440 passengers on the train.

Pakistan’s security forces responded by conducting a large-scale counterterrorism operation in the area of the incident, which resulted in the release of most of the hostages and liquidation of 27 terrorists.

At the same time, in 2025, there is a steady trend toward escalation of violence and deterioration of the overall security situation. About 400 militants have already been liquidated, while more than 100 civilians and security personnel have been killed.
