About FISU

The Foreign Intelligence Service of Ukraine (FISU) is a state body that carries out intelligence activities in the foreign policy, economic, military-technical, scientific-technical, information and environmental spheres as well as the sphere of cyber security.

In line with established global practices, FISU collects information (by carrying out HUMINT and SIGNINT operations), analyses it and produces analytical documents, outlooks and situation development scenarios pertaining to the national and international security spheres.

HUMINT is one of FISU’s key activities. The focus of HUMINT officers is on ensuring that top policymakers receive up-to-date intelligence as well as on implementing special measures to ensure favorable decisions for Ukraine and maintain the country’s positive image in the international arena.

HUMINT also facilitates the implementation of state programs in the spheres of foreign policy and economy, including anti-crisis ones, as well as the attraction of foreign investments and the signing of contracts that allow to expand Ukraine’s export potential, augment production capacities of domestic enterprises and create new working places.

SIGINT is an important component of FISU’s activities. Via special methods, reliable data is collected from international telecommunication networks. Ukraine is one of the states that has the potential to carry out a full SIGINT cycle.

FISU’s SIGINT department and its territorial units have unique equipment, officers with expertise in radio interception and cryptography, system programmers and analysts. This enables the Service to obtain especially valuable sensitive information of political, economic, scientific-technical and military-strategic nature.

Tracking trends in the evolution of the global telecommunication industry, FISU’s SIGINT department makes timely prognosis as well as develops and integrates new technologies for intelligence collection. Success stories in the area of scientific research can be attributed to the high level of in-house technical developments. Today, FISU’s SIGINT department uses Ukraine-made hardware and software. The recognition of scientific achievements came when a group of FISU employees was awarded the State Prize of Ukraine in the field of Science and Technology.

The system of providing Ukraine’s top policymakers with critical analytic information is based on conceptually new principles. Modern approaches to analytical work – with the use of forecasting and situation modeling techniques – are being implemented. State authorities are given substantiated recommendations on how to adequately counter external threats to national security. Intelligence consumers are provided with predictive and forecasting data on priority issues in a timely manner. This data is then used for decision-making and in preparation for talks with foreign partners.

FISU leadership allocates considerable attention to the work of the department that combats external threats to the State’s national security. Its activities are within the framework of the tasks legislatively assigned to FISU concerning the fight against terrorism, international organized crime, illegal drugs trafficking, illegal weapons trade and realted manufacturing technologies as well as illegal migration.

The systemic implementation of measures by this department has allowed to prevent a number of viable terrorist manifestations targeting Ukrainian diplomatic missions abroad. Assistance was provided in the evacuation of thousands of Ukrainian citizens from areas of conflict and increased terrorist activity – in particular, the Palestinian-Israeli conflict, Georgia-Ossetia, Iraq, Syria, Lebanon, Libya, etc.

Aiming to successfully meet its objectives, the Foreign Intelligence Service of Ukraine focuses its efforts on priority areas, strives to provide adequate countermeasures to existing and potential threats as well as national security risks and focuses on the end result in assessing its effectiveness.
