China Focusing on AI, Robotics, and Space in Its New Five-Year Plan

The Chinese government has prepared its 15th five-year development plan for 2026–2030, setting a strategic goal of technological breakthrough –transition from individual innovative projects to large-scale industrialization of high-tech sectors. The document prioritizes artificial intelligence, robotics, and space technology.
The plan provides for the systemic development of artificial intelligence models and their integration into industry. This involves the use of large state-owned corporations as integrators of AI solutions, as well as complete digitalization of production processes, logistics, and energy.
Particular emphasis is placed on the implementation of the concept of “embodied intelligence” – integration of AI into physical systems and humanoid robotics. Large capital-intensive enterprises will receive benefits and privileges, while small and medium-sized businesses may face increased pressure, which will accelerate their consolidation into large structures. There are currently more than 150 humanoid robot developers operating in the Chinese market. Experts estimate that the merger process may occur faster than it did in the electric vehicle sector.
The document also provides for the development of space technologies with subsequent commercialization and scaling of production capacities.
The new five-year plan reinforces the priority of technological self-sufficiency and provides for increased redistribution of resources in favor of strategic industries – artificial intelligence, robotics, and space – with an emphasis on supporting large state-owned companies.
At the same time, the expansion of the high-tech sector is not capable of compensating for the slowdown in traditional industries and ensuring stable GDP growth in China. A potential negative consequence may be a further strengthening of the state’s role in the economy and the displacement of some small and medium-sized businesses, which will reduce competition in the domestic market.
