Japan Is Considering Creation of a New National Intelligence Agency

The Government of Japan is working on a plan to create a new national intelligence agency, which will become the central body for collecting and analyzing information both within the country and abroad. The initiative aims to boost Tokyo’s capability of countering external threats and protecting national interests.

The new agency will have a status equivalent to that of the National Security Secretariat, established in 2014, but will have broader powers. In particular, it will have the right to issue instructions to other ministries and agencies in the field of intelligence. The head of the agency will report directly to the Prime Minister and the Chief Secretary of the Cabinet of Ministers, which will strengthen the role of the Prime Minister’s office in coordinating intelligence activities.

Japan already has a number of structures that perform intelligence functions: the Cabinet Intelligence and Research Office (CIRO), units within the Ministry of Foreign Affairs, the Ministry of Defense, the National Police Agency, and the Ministry of Justice.

The introduction of the new office aims to improve coordination between agencies and strengthen the national security system. This move reflects Tokyo’s desire to strengthen its readiness to respond to challenges from China, north korea, and russia.
