The government of Moldova has approved a Military Strategy for 2025–2035 aimed at adapting defense capabilities to current geopolitical challenges and modernizing the Armed Forces.

The document was developed taking into account constitutional neutrality and the country’s European integration course and provides for a gradual increase in the defense budget to 1.5 % of GDP (currently it is 0.5–0.7 %).

The Strategy details the provisions of the National Defense Strategy for 2024–2034, adopted last year, which identified russia as the main threat and laid the foundation for deepening cooperation with NATO and the EU.

The main areas of focus include modernizing and standardizing military capabilities through the implementation of NATO standards, updating the structure of the Armed Forces, purchasing modern weapons, and developing military infrastructure. By 2030, the number of the Armed Forces is expected to increase from 8,500 to 10,500, of which 8,500 will be military personnel.

Other priorities include strengthening defense readiness, reforming the command system, developing the defense-industrial complex, and enhancing cooperation with Ukraine, Romania, and international defense companies. Moldova also plans to create a battalion-level contingent by 2035 to participate in UN peacekeeping missions.

The approval of the Strategy means a shift in budget priorities toward security and the country’s  gradual integration into European and NATO standards in the military sphere.
