In different regions of russia, repairs of infrastructure facilities – from roads to internet cables and educational institutions – are being postponed en masse. The official reasons for the delays are lack of funding and problems with the supply of materials and equipment. The real reason is the redirection of state funds to continue the war against Ukraine.
For example, in Kamchatka, repairs of an underwater internet cable have been postponed until 2026, putting the region’s residents at risk of being left without high-speed internet access. A similar situation can be observed in the transport sector: the reconstruction of one of the most dangerous roads in Rostov region, Novocherkassk-Kamenolomni, has been postponed until 2027.
In Biysk and near Ufa, road repair plans have also been disrupted due to a “lack of equipment” and “high workload on machinery”. In Kaluga, the reconstruction of two central streets has been postponed due to limited funding, while in Kurgan, street repairs have been postponed indefinitely.
Funding cuts have also affected the social sector. In Belgorod, the renovation of Children’s Musical School No. 1 has been postponed until 2026, although work was scheduled to begin this year. This has caused outrage among local residents, as the facility has been in need of renovation for several years.
Despite the kremlin’s loud statements about “regional developmen”, the actual situation tells a different story: the state’s resources have been depleted by the war. All forces and funds are being directed not to improving the lives of citizens, but to supporting combat actions in Ukraine. The result is the decline of infrastructure, growing social tensions, and the increasing isolation of russian regions.
