The Wage Crisis Has Spread to All Regions of russia
11/21/2025

Wage arrears in russia are growing rapidly: at the end of September, they exceeded 1.95 billion rubles, which is four times more than a year ago. These are no longer isolated cases, but a systemic crisis affecting key industries and different regions of the country.
Construction companies have been hit the hardest, with delays even on large infrastructure projects. In some regions, workers have gone on strike over unpaid wages. The mining industry is also in crisis: hundreds of miners have been left without work after mass layoffs.
Companies are increasingly cutting back on personnel: transferring employees to a four-day week, sending them on unpaid leave, reducing bonuses, or transferring the staff to employment contracts to reduce social security contributions. According to surveys, 20 % of employees have lost some of their bonuses, while another 9 % have lost them entirely.
Doctors and teachers report a sharp decline in income due to cuts in allowances and bonuses. In many regions, salaries of doctors and teachers have decreased by tens of percent, causing discontent and a sense of injustice among social workers.
The overall picture shows deep instability in the labor market: debts, layoffs, and new forms of austerity are becoming the norm, while the outlook remains negative.
