International Cooperation
International cooperation is one of the most significant elements of FISU’s activity. It is conducted on the basis of applicable national and departmental legislation.
FISU has established and maintains liaison relationships with intelligence and law-enforcement agencies of EU, NATO, and CIS countries, as well as Asian, African, Latin American, Asian-Pacific, and the Far East states. The Service maintains liaison relationships with 148 agencies from 81 countries of the world, as well as with the NATO Office of Security.
Given the tense military and political situation around Ukraine and russia’s military aggression against our country, the activity of the Foreign Intelligence Service of Ukraine in the sphere of international cooperation is primarily aimed at joining the efforts of democratic countries to oppose russia’s external aggression as well as at ensuring the national security, sovereignty and territorial integrity of Ukraine.
Thanks to the support from NATO partners, FISU has managed not only to revive but also to significantly modernize all directions of its activity despite the direct military aggression of russia and the fierce counteraction of its intelligence services. The initiated reforms allowed to restore trust, establish proper cooperation with NATO, and gradually integrate into the intelligence community of the North Atlantic Alliance. Within the past year alone, FISU has significantly developed its partnership with the Central Intelligence Agency of the USA, the Secret Intelligence Service of the UK, the Federal Intelligence Service of Germany, the Intelligence Agency of Poland, the Internal Security Service of Estonia, the Foreign Intelligence Service of Romania, the National Intelligence Organization of Türkiye, and the Foreign Intelligence Service of Georgia. Establishing cooperation with the NATO Joint Intelligence and Security Division also shows the increase in the Alliance's trust towards the Ukrainian intelligence community. This will help Ukraine's integration into the North Atlantic Alliance.
The priority spheres of international cooperation with liaison services are the following: countering international terrorism, proliferation of weapons of mass destruction and means of delivery; participation in the countering of transnational organized crime; ensuring global energy security; assistance in the implementation of bilateral economic projects.
The recent drastic global changes have stipulated substantial transformation of the security sphere. Today, threats come not only from certain countries but also from certain phenomena, such as world economic and financial crisis. Thus, the problem of countering global threats and contemporary challenges, ensuring global and regional security are discussed at bilateral and multilateral meetings, talks, general sessions, and other forums.
New forms of interaction – implemented in the framework of regional, bilateral, and multilateral cooperation – positively influence the process of problem-solving both in Ukraine and abroad. Signed treaties and reached agreements make it possible to create an effective system of joint countermeasures against threats and challenges in the security sphere.
