Isaak Mazepa, Ukrainian politician and statesman, Prime Minister of the Ukrainian People's Republic during the Directory period, head of the UPR government in exile (1948–1952).
From the memorandum initiated and signed by Isaak Mazepa (September 1948) and addressed to the Secretary General of the United Nations Organization: “After the overthrow of the tsarist regime in Russia, the Ukrainian people, exercising their right, on January 22, 1918, through the Ukrainian Revolutionary Parliament (Central Rada) proclaimed the independence of the Ukrainian Democratic Republic, which was recognized by different states, Soviet Russia included. But the communist government of Soviet Russia grossly violates basic international principles and continues to fight against democratic Ukraine...
The Ukrainian National Committee declares that the so-called government of the Ukrainian SSR, which rules the Ukrainian people by armed force and terror, is just a puppet of the Russian communists’ government. And this is why the Ukrainian people will not be able to express their aspirations on their own land until their interests are presented to the world by the National Center of the Ukrainian Democratic Republic” (BSA of the SZR of Ukraine. - F. 1. - Case 9780. - P. 46 -49).
