Big Investments in Chaos: Analysis of the kremlin’s Information Warfare

The Foreign Intelligence Service of Ukraine has exposed the tools of russia’s information aggression against our country. This was reported by a representative of the Foreign Intelligence Service of Ukraine during his speech at the “Kyiv StratCom Forum 2025: Information Resilience of Ukraine in the Context of Global Changes”.

moscow no longer relies on TV channels or open propaganda alone. It has built a multi-level system: “partisan” media without identification, telegram channels, multilingual platforms like International Reporters, pseudo-analytical centers, fake influencers. All of this works under the guise of “alternative sources of the truth” which de facto are repeaters of the kremlin narratives.

The rf’s activity is accompanied by a high level of coordination between state media, pro-russian international platforms and conditionally neutral foreign resources, which ensure the legitimization of key disinformation messages in the global information space.

According to the Foreign Intelligence Service of Ukraine, the kremlin has significantly increased its investments in information aggression, considering it a key tool of war.

The rf’s information operations are systemic and multi-echeloned. The main directions are discrediting the President of Ukraine, delegitimizing the Armed Forces, promoting the image of Ukraine as an “obstacle to peace” and undermining confidence in Western support.

The promotion of the image of Ukraine as an obstacle to peace is becoming the dominant information vector, which has now replaced the classic narrative of “peace on russia’s terms”.

The Foreign Intelligence Service of Ukraine is sure that today Ukraine is forming a new culture of strategic communication. “We have learned not only to respond, but to initiate. We have become a source, not an object. This is our advantage. Our main response is presence. Where we are not present, the kremlin shows up. We have to be the first to speak, because silence is a space which gets filled with lies,” emphasized the Foreign Intelligence.
