russia’s Trade in Grain from Ukraine’s Temporarily Occupied Territories

Under the guise of russian exports, the rf  continues to export grain grown in Ukraine’s temporarily occupied territories. To do this, it uses the capacity of the occupied ports in the Azov and Black Seas, first of all  the Sevastopol seaport.

In 2025, more than 2 million tons of grain grown in the temporarily occupied territories of our state were exported. The lion’s share of this was done in the second half of the year, with about 1.4 million tons shipped. Besides, the geography of sales markets is expanding. 53.6% of the volume was shipped to Egypt (490,000 tons) and Bangladesh (250,000 tons).

 Supplies to Lebanon (78,100 tons) and Türkiye (96,700 tons) increased, while grain exports to Syria (94,400 tons) resumed. Agricultural products are delivered to Djibouti, Saudi Arabia, and Vietnam, and in small quantities even to some Balkan countries.

To circumvent sanctions, russia carries out “ship-to-ship” operations in the roadstead transshipment area of the port of Kavkaz using storage vessels. This allows the rf  to conceal the real origin of the grain, and the carrier – to avoid measures in the ports of Ukraine and reduce the risk of accusations of illegal trade. This scheme is used to supply grain to the Kingdom of Saudi Arabia, Bangladesh, and Vietnam.
