Ukraine has strengthened its air defense with new Patriot systems from Germany.
Denmark is allocating EUR 1.3 million to restore Ukraine’s cultural heritage. “The funding could be used, for example, to restore Ukrainian buildings, monuments, and museums that were destroyed by russian bombs”, – reads the official statement.
The United Kingdom is transferring a new batch of Storm Shadow long-range cruise missiles to Ukraine.
On November 4, the European Union may approve the provision of a fifth tranche of macro-financial assistance to Ukraine under the Ukraine Facility mechanism in the amount of EUR 1.351 billion.
As part of the 19th package of EU sanctions, in addition to bank cards, russians are now banned from using store cards, fuel cards, membership cards, as well as public transport tickets, parking vouchers, meal vouchers, and vouchers for certain services.

Chinese oil refineries are curtailing imports of russian oil due to sanctions imposed by Donald Trump’s administration, which have affected “Rosneft” and “Lukoil”. State-owned Sinopec and PetroChina have already canceled a number of purchases of raw materials from russia and continue to stay on the sidelines. They have been joined by small private refineries that fear falling under sanctions, as has already happened to Shandong Yulong Petrochemical, which has been blacklisted by the United Kingdom and the European Union. The “buyer strike” has affected almost 45 % of russian oil exports to China. The Far Eastern ESPO grade has been hit by the “boycott”, causing the drop in its prices: oil companies are offering it at a discount of $0.5 per barrel to Brent, although at the beginning of October they were demanding a premium of $1.
In January–October of this year, “Gazprom” supplied 14.7 billion cubic meters to European customers. Compared to the same period last year (26.6 billion cubic meters), exports to Europe decreased by another 45 % due to the termination of the transit contract through Ukraine, through which Europe received 12.9 billion cubic meters of gas in January–October 2024. At the current rate of pumping, gas exports from russia to the EU may amount to about 18 billion cubic meters by the end of the year, which will be the lowest volume since the early 1970s.
russia’s authorities are sharply increasing purchases of prostheses to provide for amputees from the war against Ukraine, whose number is estimated at hundreds of thousands of people. The 2026 budget allocates 98.16 billion rubles for providing disabled people with technical rehabilitation equipment. State purchases of prosthetics have tripled: in 2020-2021, 33 billion rubles per year were allocated for this purpose. In 2022, the amount increased to 37.2 billion rubles, in 2023 – to 42.2 billion, in 2024 – to 55.8 billion, and this year – to 75.4 billion.
The Embassies of the United Kingdom, Sweden, Germany, Lithuania, and the European Union’s delegation in belarus have called for the release of imprisoned belarusian journalists.
New Zealand has called on lukashenko’s regime to guarantee respect for human rights.
