“Wars always end, but after every war there is a post-war era, and it lasts longer than any war. And security architecture is built not only after the war, but also in the final stages of the war, so our task is to keep Ukraine strong... In total, Norway, Germany, Poland, the Netherlands, and Canada today have announced funding packages under the PURL initiative to purchase American weapons for Ukraine totaling more than $1 billion. Besides, Canada and the United Kingdom have announced additional practical assistance packages worth approximately $40 million.

The United Kingdom will provide additional £10 million for the restoration of Ukraine’s energy infrastructure.

“...We are submitting two decisions for approval by member states. The first decision is an EU loan. This essentially involves raising funds on capital markets using the EU budget as collateral and transferring this capital to Ukraine in the form of a loan... The second decision... is a so-called “reparations loan”. Here, we would use the remaining funds from frozen russian assets in the European Union,” said President of the European Commission Ursula von der Leyen regarding decisions that will cover Ukraine’s financial needs in 2026-2027.

The EU Council Presidency and European Parliament negotiators have reached a preliminary agreement on a gradual phase-out of russian gas imports by the end of 2027.
