Application for a Job
Given the nature of its activities, the Foreign Intelligence Service of Ukraine attaches great importance to the recruitment of personnel for military service and work in intelligence. The recruitment of new personnel for the intelligence agency is connected with the system of search, analysis and practical selection of candidates who could successfully cope with tasking assigned to the Foreign Intelligence Service.
Candidates are selected on a competitive and voluntary basis.
Recruitment for military service is carried out on a contract basis.
A competition is announced to fill a vacant civil service position, which is announced on the website of the Service.
Ukrainian legislation imposes serious and diverse requirements on candidates for military service and work.
For example, Article 31(1) of the Law of Ukraine “On Intelligence” and Article 20 of the Law of Ukraine “On Military Duty and Military Service” stipulate that employees of intelligence agencies may be citizens of Ukraine who, by age, education, health and personal qualities, are capable of performing the relevant official duties and have been selected and vetted for appointment to positions in these agencies.
At the same time, Paragraph 2 of Article 31 of the Law of Ukraine “On Intelligence” provides that:
A person cannot be an employee of an intelligence agency if he/she:
is recognized or was recognized as incapacitated, whose civil capacity is limited or was limited;
has citizenship (nationality) of a foreign state or is stateless;
has close relatives (wife, husband, children, parents, siblings) who have citizenship (nationality) of a foreign state recognized as an aggressor state under the current legislation or are stateless;
was convicted of intentional commission of a serious or especially serious crime, including a person whose conviction has been expunged or spent in accordance with the procedure established by law;
has an unspent or unexpunged conviction for a crime, except for a rehabilitated one;
criminal proceedings against him/her were terminated on non-rehabilitating grounds;
was subject to administrative liability for committing an administrative offense related to corruption;
refused to undergo medical or security evaluation related to the appointment to the positions of employees of intelligence agencies or failed to undergo such evaluations, including refusal to undergo a psychophysiological examination with the use of technical means of recording human reactions, refused to obtain a security clearance or was denied such a clearance if such a clearance is required for the performance of his/her official duties;
has diseases that prevent him/her from service (work) in an intelligence agency. The list of diseases that prevent from service (work) in the intelligence agency is determined by an act of this agency or the central executive body under which the intelligence agency operates, jointly with the central executive body that ensures the formation and implementation of the state policy in the field of health care;
provided knowingly false information when applying for employment in an intelligence agency.
When recruiting candidates for positions in the intelligence and technical intelligence units, we pay special attention to the level of foreign language proficiency or aptitude for learning languages, experience in working with people, readiness for self-improvement, hard work, etc.
