The kremlin Has Invented Another Way to Empty the russians’ Wallets
The russian tax authorities will have the right to collect russians’ debts on taxes out of court. The state duma has already passed the relevant government’s draft law in the first reading.
In particular, the russian tax authorities will be able to seize the property of citizens for non-payment of fiscal payments. These changes contradict Article 35 of the constitution of the rf, which states that an owner can be deprived of his/ her property only by a court order.
An individual will be able to appeal against the decision of the tax authority in court, but the draft law makes this task as difficult as possible for citizens.
In particular, the taxpayer must personally monitor the tax authority’s decision on the debt in order not to miss the deadline for filing a complaint and prevent potential seizure of property.
The draft law also obliges citizens to find out the grounds for the debt and prove that it is unjustified. Moreover, the plaintiff must pay the state fee for filing a complaint with the court, while the tax authorities are exempt from paying it.
The main aim of such innovations is to provide an additional way to fill the federal budget, which has been devastated by Western sanctions and the war against Ukraine. By initiating amendments that contradict the constitution, the kremlin is first of all counting on russians’ passivity in defending their rights and their fear of putin’s authoritarian regime.
